About eight police vehicles converged on Rustic Terrace in Little Silver on Monday following a foot chase.
According to a witness, two men were wrestling in the middle of the street around 11:35 a.m. One man pinned another to the ground until about eight police cars arrived, according to Jack Brown, 13, who lives on Rustic Terrace.
Police handcuffed the black male and drove off, according to Brown.
